西安年底前改造172部老旧电梯 80%费用政府埋单  9月19日,西安市“三无”老旧住宅电梯改造更新项目启动仪式暨碑林区首批项目合同签字仪式举行,标志着西安市2005年12月31日前交付使用的172部无住宅专项维修资金、无物业单位(主管单位)管理、无维保单位维保的“三无”老旧住宅电梯在年底前将全部改造更新。   费用 80%费用政府埋单   “这次改造更新的老旧电梯核心问题是没有大修基金,改造更新所需的费用80%由市区财政承担,20%由业主归集,前期的工作很艰难,现在需要把这项惠民工程落到实处,还需要广大业主的配合和支持。”西安市质监局特种设备安全监察处处长李明介绍说。   今年4月份,西安市政府办公厅制定了《西安市“三无”老旧住宅电梯改造更新工作方案》,明确由电梯产权人归集20%资金,西安市政府、区县政府(开发区管委会)分别给予40%的一次性财政补贴,由各区县政府(开发区管委会)组织实施,对“三无”老旧电梯进行改造更新,以消除安全隐患。   时限 172部电梯年底前改造更新   在昨日的“三无”老旧电梯改造更新启动仪式上,位于碑林区的和平花园、世纪广场、秦埔大厦、高尔夫花园小区和翠庭大厦5个项目,总计20部电梯现场进行了改造更新签约,这些电梯合同造价430.73万元,政府财政补贴345.552万元。据碑林区副区长赵生龙介绍,这20部老旧电梯已经运行了十多年,有的时间可能更长,已经不堪重负,安全隐患令人堪忧,碑林区后续正在办理评审评估手续的11个项目,涉及的33部电梯也将相继签约,依次更新。   随着碑林区5个项目20部“三无”老旧住宅电梯改造更新的签约,其他区县改造更新工作也在有序推进,按照各区县“三无”老旧住宅电梯改造更新任务,碑林区98部,雁塔区62部,新城区4部,莲湖区3部,经开区2部,未央区、灞桥区、户县各1部,全西安市共172部。据悉,按照“三无”老旧住宅电梯改造更新方案,各区县要于2016年底前完成改造更新。   要求 确保改造后电梯经得起检验   “‘三无’电梯,顾名思义就是无物业单位管理、无专项维修资金、无维护保养的电梯,这样的电梯在西安虽然只有172部,占全西安市6万余部在用电梯的极少比例,但却因为它们投入使用年限长、隐患突出、故障高发而备受社会的关注。”西安市质监局局长景六刚说,对每一台改造更新的电梯,都要进行严格的检查验收,做到台台合格,确保其实物质量和安装质量,确保改造后的电梯经得起历史和群众的检验,真正把民心工程办实。要注重建立长效机制,在改造更新的同时,指导成立业主委员会、引入物业管理,明确电梯使用管理单位,明确电梯运行维护费用和专项维修资金归集办法,真正摘掉“三无”电梯的帽子,将“三无”电梯从此纳入正常监管的范畴。   本报记者王红哲 张维(三秦都市报)注:视频仅为扩展阅读。 电梯突然下坠停运 孕妇被困近两小时相关的主题文章:
